Here's a link to EW's list, but in the interests of my lazy readers, I provide the list for you, along with snide commentary by me where I disagree in some way: 20: Ghost Rider19: The Shadow (er, okay, but this didn't start out as a comic book and so should not be on this list; the character first appeared on the radio and then in prose short stories in the pulps, not being done as a comic strip until much later) 18: Barb Wire (hey, this was actually fun -- and true to the source material, honestly) 17: Catwoman (I'd rank this way higher...) 16: Brenda Starr (ditto) 15: The Phantom (this actually wasn't that bad a movie, though the tag line of "Slam Evil!" should get some kind of award for worst tag line ever) 14: Daredevil (I despised this movie for reasons I explain in this rant on my web site) 13: Tank Girl (gotta agree with EW's Marc Bernardin here: this wasn't made for live-action, as it were...) 12: Fantastic Four (I'm sorry, but anybody who calls Michael Chiklis and Chris Evans "bland and overrated" should be banned from ever reviewing movies, and to rank this perfectly enjoyable piece of fluff higher on the list than Catwoman, Brenda Starr, and Daredevil is absurd) 11: Sheena 10: The Punisher (this is for the 2004 film with Thomas Jane, not the 1988 one with Dolph Lundgren, which was far far far far worse) 9: Supergirl8: Barbarella: Queen of the Galaxy (feh; it's a classic, for all that it's trash...) 7: Howard the Duck6: Steel (Bernardin gets fifty lashes with Steel's hammer for dissing the excellent John Henry Irons comic book character on which the movie's based; however, the movie belongs on the list ferdamnsure) 5: Swamp Thing4: Batman & Robin (however, nipples on the batsuit were the absolute least of this abomination's faults; seriously, this movie had absolutely no relationship with the human condition) 3: The League of Extraordinary Gentlemen2: Superman IV: The Quest for Peace1: Judge Dredd (actually, the first 15 minutes of this film are fantastically brilliant; it goes way off the rails after that) Also: where the fuck are Spider-Man 3 and X-Men: The Last Stand, both of which are several dozen orders of magnitude worse than most of what's on the above list? Hmm. I skipped a number of those, but I'd certainly agree with you about Fantastic Four.
However, The Shadow is not the only film incorrectly ascribed to a comic-book origin. Both Brenda Starr and The Phantom are properly comic strip characters rather than comic book characters, such that neither film strictly belongs in a listing of "comic book movies". (I rather liked both Shadow and Phantom, though I'd agree that neither was anywhere near a definitive interpretation.)
Nor is this as nit-picky a distinction as one might think -- because if films derived explicitly from comic strip characters are eligible, we ought to at least nod in the direction of the two Garfield features, and one can reasonably discuss Dick Tracy, Prince Valiant, and perhaps one or another of the Annie films (I seem to recall that there was at least one sequel to the original musical).
Also, what do you do with the 1966 Adam West Batman feature, which is at least as cheesetastic as a number of the films mentioned?

I see your point, though I seem to be the only person alive besides Warren Beatty who liked Dick Tracy. And it's possible that the EW staff thought these 20 were worse than Prince Valiant, Garfield, and Annie. After all, they actually put Fantastic Four and Barbarella on the list in the first place. *shrug*
And I wouldn't put the 1966 Batman on a list of worst movies because, yes, it was cheesetastic, but it knew it was cheesetastic going in (which is why Barbarella doesn't really belong on this list, either). Besides, I suspect they were trying not to repeat franchises (an understandable instinct when making a list like this), and if you can only pick one Batflick, then B&R gets the rotten tomato, cowls down.

20: Ghost Rider - Own it. The majority of the movie is yawn inspiring, and in some places, cringe inducing, but the action stuff and the actual look of the Ghost Rider(s) was pretty good. 19: The Shadow - Not too bad. It's watchable in a way that Quest for peace isn't/ 18: Barb Wire - This wasn't so much a movie as a chance to watch Pamela Anderson jiggle 17: Catwoman - I own this, and, Yes it was much worse than a lot of films on this list 16: Brenda Starr - Never heard of it 15: The Phantom Saw it once 14: Daredevil - Hmm, Radar vision effect=Good, Costume=Good, backstory = good, MCD as Kingpin = pretty good, Just a shame about Affleck. 13: Tank Girl - Saw this a very very long time ago 12: Fantastic Four Sequel was better. 11: Sheena - Never saw this 10: The Punisher - Compared to the Lundgren movie, it was good. It wasn't Spider-man good, but it was better than Catwoman! It should be a lot lower on this list 9: Supergirl - Suffered from spin-offitis. Helen Slater made a good Supergirl 8: Barbarella: Queen of the Galaxy - A classic! 7: Howard the Duck - Saw this SO many times, mostly for the vision of Lea Thompson in a nightie.. 6: Steel - Oh GOD 5: Swamp Thing - Ugh 4: Batman & Robin Saw it, and thought "Is this Neon-Man" Far too many faults. 3: The League of Extraordinary Gentlemen - It was ok, certainly more enjoyable than B&R 2: Superman IV: The Quest for Peace - At the time I thought "FINALLY Superman has a fight with someone with superpowers. Now I think UGH 1: Judge Dredd - Costumes, Props, Set design all good. Stallone was mostly OK as Dredd, except for the whole "Take off his helmet deal". Worst Moment? THE KISS UGH

19) You can add me to the list of people who really liked The Shadow, which I think was somewhat ahead of its time. Looking at it now, the movie has something of a Buffyesque quality to its tone.
17) I think this movie would've been okay--not great, but okay--if they hadn't insisted on the character being Catwoman. Given that they changed everything else about her, they might as well have changed the name, too, and then, there wouldn't have been quite as much outrage.
14) I actually don't hate this movie, though I understand where you're coming from regarding changes to the character. Does the Director's Cut work any better for you? It's an almost completely different movie...
13) Kind of a weird adaptation, but I remember liking it. It's been a long time since I watched it, though.
7) I actually don't hate this one, either...but that might just be the attraction to Lea Thompson talking. ;)
4) This is still at the top of my Worst Movies list...and I've seen BloodRayne.
3) This is another movie that I think might've gotten a better reaction if it were tweaked some more and given a different title. Most of the people who had a problem with it didn't like its lack of faithfulness to the source material, which (as mentioned above) probably would've been next to impossible on film, anyway. I get the feeling Watchmen will eventually suffer from similar comparisons.
